  • Initiative 4.1: Automatic exit of trucks from port areas at port of Koper

    Implementation of automatic verification of trucks' plates at exits from port area

    • Subject matter: What?  

    The Port of Koper has a status of control type 1 free zone (has a perimeter fence so that goods placed there, which is supervised by customs, are automatically under this regime http://ec.europa.eu/taxation_customs/resources/documents/customs/procedural_aspects/imports/free_zones/list_freezones.pdf), where the customs authorities are supervising in particular exists of cargo from the port.
    Since exists of cargo are not automatized, custom officers must check manually the documentation that is accompanying the cargo loaded onto trucks and validating if the cargo is customs cleared or/and all customs procedures closed, which is a time consuming process and is sometimes includes human mistakes. 
    Although lodging of customs declaration is electronic and the Custom Administration is supporting a paperless communication, the exits from the port remain a bottleneck.
    A solution to the problem would be to introduce an electronic and automatic exit validation procedure for trucks helping the Customs to be more efficient on the gate.

    In the framework of the MOS4MOS project (program TEN-T) the announcements of trucks arrival at the Port of Koper where informatized to enable planning of work on terminals as well as support traceability of trucks inside the port area, however the trucks exits haven’t been included in the prototype.
    The proposed action will therefore support the simplification of exists by speeding up in particular custom related procedures.  The proposed action will enable an improvement in data quality in port records.
